Thanks for this. Is there a follow on document that details the application of the Act? I'm looking for the process by which an individual could enlist in a reserve program before being selected in the draft. The so called V- programs.

I sent an email to the archives2reference.
I found a reference citation to a BuPers publication titled "History of the United States Navy Reserve 1947" but I have not found the book. Any ideas where I might look for the publication? NHHC library did not have it listed as a Navy publication so it could be that the citation was erroneous.
