I am looking to see where the human side of this marine who fought on Saipan, Tinian, and Okinawa with the Third Battalion, Eighth Marines, Second Marine Division. I don't know where he was born or who he was outside the war.

Limited information from Official Military Personnel Files is releasable to the general public without the consent of the veteran or the next-of-kin. Next-of-kin is defined as the unremarried widow or widower, son or daughter, father or mother, brother or sister of the deceased veteran. You are considered a member of the general public if you are asking about a veteran who is of no relation to you, or a veteran who is a relative but you are not the next-of-kin as given in the above definition. 

The type of information releasable to the general public from Federal (non-archival) records is dependent upon whether or not a person is requesting information under the provisions of the Freedom of Information Act (FOIA) or has access authorization from the veteran or next-of-kin. The term “General Public” includes genealogists who are not next-of-kin.

You may submit a FOIA request to the National Personnel Records Center for a summary of the above veteran's service record. World War II era records are categorized as archival records (62 years or older from the final date of discharge) and are fully available to the general public. You may consult the NPRC website for the most current information on archival request procedures.
