Redacted Merchant Marine Records

My father was a merchant marine in the 70’s. He also has been deceased since 1975. I recently requested his records from National Maritime Center. However I received an email saying this request would be through the FOIA and third party information would be redacted. That would be his personal information I believe. How can they redact information to next of kin? Can I appeal this?

    We recommend contacting the National Maritime Center again and asking for clarification regarding your request.  If you remain unsatisfied with your experience, we recommend reaching out to the National Maritime Center's FOIA Public Liaisons, and utilizing the FOIA administrative appeal process which was likely outlined in your response from NMC.
