Redacted Merchant Marine Records

My father was a merchant marine in the 70’s. He also has been deceased since 1975. I recently requested his records from National Maritime Center. However I received an email saying this request would be through the FOIA and third party information would be redacted. That would be his personal information I believe. How can they redact information to next of kin? Can I appeal this?
