Research for the two letters D.D. FEB. 15, 1947 AND MAR. 21, 1947 to GHQ/SCAP RG331

Dear Sirs/ Madams, 

    My grandfather, Shun  Tung Chen is the shipowner of Chung Wei Steamship Company. 

During the World War II, the two vessels, S.S."SHUN FOONG" and S.S."HSIN TAI PING" were seized by Japanese. 

 How to search for the below files? 

The letter to GHP/ SACP in Tokyo on FEB. 15, 1947 from Shanghai. And the reply from GHQ A. J. REHE MEJON AND ASST ADJEN on Mar. 21, 1947.

It is for the two vessels, S.S. "SHUN FOONG" and S.S."HSIN TAI PING" of CHUNG WEI STEAMSHIP COMPANY.

    Unfortunately, we have not been able to locate the requested documents based on the citations provided.  Records at the National Archives are rarely described at the document level.  That being said, we have located several series of records within the Records of Allied Operational and Occupation Headquarters, World War II (Record Group 331) that may contain your records of interest.
    Since the citations mention the Civil Property Custodian and "FP," we have located three organizations that are under the Supreme Commander for the Allied Powers, Civil Property Custodian, Operations Division, Foreign Property Branch:
    We attempted to identify the repeating numbers "580.2" and "632.2," but were unable to locate any of these numbers mentioned on the file unit level of the records in RG 331, nor did these numbers associate with your subject matter in the War Department Decimal File System.
