Conversion of Silver Citation Star to Silver Star

I actually have two questions: My father-in-law, Abraham Zirt, received the Silver Citation Star for service with Company M, 105th Infantry, 27th Division WWI.  I have the letter and the medal but have not been able to find his name among other Silver Star Citation recipients anywhere. I found the ‘Wall of Valor’ website some time back which has eighty-some pages of recipient names, but his name was not among them. I sent all the necessary paperwork to have his name added but have never heard back. I am not sure the site is still being maintained. I am wondering where else I might find this information. Also, I read that after the Silver Star replaced the Citation Star in 1932, the US Military allowed WWI veterans to apply to have the Citation Star converted to the Silver Star. How might I find out if this is still an option and if it might be done posthumously by a family member? Thank you for any information.
