Thank you for posting your question on the History Hub!
Using the shoulder patch, we were able to determine that it was for the Supreme Headquarters, Allied Expeditionary Force (SHAEF) and the individual was General Eisenhower. We were not able to identify any of the others in the photograph.
If the photograph was taken by an official military photographer, the photograph of record would be considered permanent. Photographs of various U.S. Army activities dating from 1940 to 2007 are in the custody of the National Archives at College Park -Still Picture (RDSS).
