It is possible that a passenger arrival record may exist. Here is information about immigration records available at the National Archives: https://www.archives.gov/research/immigration/passenger-arrival.html (note: many of these records have been digitized and are available through our partners Ancestry.com and FamilySearch.org).
If any of the Wittenburg family members became naturalized citizens in San Francisco, please contact the National Archives at San Francisco (sanbruno.archives@nara.gov) and request a search of their naturalization records for those family members.
Please note that naturalizations completed before September 27, 1906, may be in court records (ex. Federal court, county court, criminal court, etc.). Therefore, you also may need to search on the local level in the area where they resided in the US in order to determine if a naturalization record exists.
