Since you have a Department of Labor photograph from 1920, it may also be useful to look at the US Citizenship and Immigration Service (USCIS) Genealogy Program (www.uscis.gov/genealogy) as they maintain a number of file types that were utilized post-1906 to track the immigration and inspection of individuals entering the US.
