All of the original Dawes records are located at the Fort Worth, Texas, branch of the National Archives.
To have been eligible to enroll with the Dawes Commission, your ancestor had to be living with their tribe in Indian Territory, which today is pretty much eastern Oklahoma. Applications were accepted between 1898 and 1906.
