Acquiring Digitized Copies of Rare Books

What do you recommend for trying to acquire copies (on the cheap preferably) of particular materials that cannot be sent through Interlibrary Loan or other means? I'm researching an organization that existed in St. Louis back into 1870s, but the only surviving copies of original documents are found in the New York Public Library and can't be shipped regularly. Digitization doesn't come cheap, depending on the availability and popular of the item in question, but are there methods around this common obstacle?
