The best resource for identifying congressional staff is the Congressional Staff Directory. Current editions are published by CQ Press, but it was originally compiled and edited by Charles B. Brownson. Check with local libraries for Congressional Staff Directory, 1960 -- or you can contact the Library of Congress.
We hold a mixed run of print editions up to the late 1990s on our reference shelves, but the earliest edition we have is the 1965 directory (the 7th edition of the publication). In case there's any crossover, listed as staff of Rep. Ken Hechler in 1965 are: Robert R. Nelson, Nancy Book, Diann McCormick, George E. Lantz, Judy Cooke and Virginia Skeen.
Most of the Official Congressional Directories are fully available online, however the congressional directory offers only limited information on staff. For example, page 311 of the 1960 directory lists Rep. Hechler's secretary, Kathryn Moore, but no other staff.
The House of Representatives historical profile of Ken Hechler indicates that his personal papers were donated to the Morrow Library at Marshall University -- you can send an inquiry to the Morrow Library, however the collection may still be restricted.
