This document if existing could be part of Record Group 92 ,probably 92.2 , 92.3 , 92.4This document probably regroup the registration number for vehicles from 1936 to 1939 i think
At this time vehicles depends of QMC and not ORD Dept
i'm also looking for records of registration number from Bureau of Aeronautics ( group72) probably 72.3 for ww2 era
And i'm also looking for records of vehicles registration numbe from Office of the Chief of Engineers ( group77) for ww2 era

We are unable to locate any prepared lists showing the registration numbers of vehicles purchased and utilized by the War Department, United States Army, or the United States Navy. If such lists were prepared by the Office of the Chief of Ordnance, Bureau of Aeronautics, Bureau of Ordnance, or the Corps of Engineers, they were not transferred to the National Archives with the older records of those offices.
