my own impression is that that is the way folks back then wrote "etc." but I am happy to be proven wrong. Since the instructions are to type what you see I would write "&c" as being most accurate.

so I’ve had to transcribe this very thing a number of times for my Masonic lodge, it was in heavy use in the 1800s, it was specifically used as a short hand for “and etcetera”
for these records I have maintained the original mark &c for a few reasons, one posterity & two encouraging curiosity. Depending on the record, I would include context to the mark either in a footnote or in a glossary
