Records relating to U.S. Marshals in the 19th century are found among several record groups, including Record Group 60 (Department of Justice). There are a couple of series of records at Archives II which may be useful:
1. List of Judges, Marshals, and Attorneys, 1876-1888: https://catalog.archives.gov/id/1183083
2. Year Files, 1884-1903: https://catalog.archives.gov/id/578368
The year files are accessed by several indexes, which are noted in its series description.
Unfortunately, very little is available online that I am aware of. Contact Archives2reference@nara.gov
for more information on how to access these records.

I too have been doing research into the US Marshals officers. My timeline is slightly different, as I've been looking for US Marshals that transported prisoners during 1909-1912. One source that I've found helpful is listed below. It's a digital scan of the reports from 1832-1993. It's tedious, but you can can sometimes find the names of Marshals, because they are on the Federal payroll. The source is Hathi Trust Digital Library.
(By the way, I too live in Washington State. I live in Seattle and am a weekly citizen archivist (volunteer) at the National Archives.)

Here is another possible resource for your inquiry. If you Google the title of the book you'll see that there is a limited search feature. I put in your mans name and it said no entry found. BUT I would check out the book anyway because he may be in there, but not found by the search engine. [Note, in Washington State the book can be found at the Spokane Public Library as well as the Burlington Public Library.]

There is a publication titled the United States Register of the Department of Justice. I believe that it was published every year. I found the 13th Volume (online) which represents the year 1884. I've included a .jpg of the page you would be interested in seeing. It lists the Marshal, headquartered in Denver Colorado, as Walter A. Smith. He was commissioned in March 1882. My understanding is that they were four year terms.

This is in reply to your inquiry requesting a record related to U.S. Marshall service records. The National Archives at St. Louis maintains personnel records related to the service of former military service members and former civil service employees. This includes U.S. Marshalls employed under the Department of Justice. His service may be a bit early for what we have but we might have a roster that details his presidential appointment.

Name: Ernst Bauman or Ernest Baumann
DOB: 1854, Berlin, Germany; immigrated to US in 1862.
U.S. Marshall Service: appointment claimed by him after meeting President Chester A. Arthur in 1883 or 1884. He just claimed the appointment not when.

I checked the finding aid to the Emolument Returns of U.S. Marshals in RG 217 to see if this individual was listed. The emolument returns were reports from U.S. Marshals to secure payment for services that they or their deputies rendered.
The Marshals for Colorado listed for the following periods are:
1882-1886 - Walter A. Smith
1886-1890 - Zephaniah T. Hill
1890-1894 - Albert H. Jones
1894-1898 - Dewey C. Bailey
Bauman / Baumann is not listed as a deputy marshal either.

As an aside, we recently digitized the Card Index to U.S. Marshals in RG 60 https://catalog.archives.gov/id/5540617 (Microfilm Pub T577), however that index only covers appointments for Idaho, Oregon, Utah, and Washington.
