The Department of the Interior used the Resettlement Administration to not only direct improvement projects on American Indian land, such as improved grazing and water projects, but also to buy pieces of reservation lands that had been sold to Euro-Americans and returning that property back to the tribal trusts in order to piece the reservations back together. The “Two Strike Resettlement” may be part of this directive.
