We searched the National Archives Catalog and located a series titled Local Board Memorandums , 1941 - 1972 in the Records of the Selective Service System (Record Group 147) that includes memorandums issued by the National Headquarters and sent to the state directors for the guidance of the local boards. May explain why the type of letters were sent out. We also located 19 series in Record Group 1947 during the 1960s that may contain more information.
