If his birth was registered once the family reached Hawaii, we suggest that you contact the State of Hawaii, Department of Health Vital Records for a copy of his birth certificate. Even though, Hawaii was a U.S. Territory in 1913, the State of Hawaii has custody of birth records since July 1909.
Since both the SS Willesden and the SS Ascot were registered in Great Britain, we suggest you contact The National Archives of the United Kingdom, Kew, Richmond, Surrey, TW9 4DU, United Kingdom. The website is https://www.nationalarchives.gov.uk/.
