It gives a great overview and explains the differences between order of precedence in the various branches of service. Each service has it's own regulations which are often being updated. So there is no overall set date when the Order was established as it varies branch to branch.

We suggest that you review 10 US Code, Ch. 57: Decorations and Awards for current and past legislation, Executive Orders, Public Laws, regulations, etc. governing awards and decorations of the military.
For the Order of Precedence currently used by the U.S. Army, please see Department of the Army Pamphlet 670–1: Guide to the Wear and Appearance of Army Uniforms and Insignia. The Army also has a chart for Army Order of Precedence: Ribbons, Badges & Devices published in 2011.
For the Order of Precedence currently used by the U.S. Navy, please see the United States Navy Uniform Regulations (NAVPERS 15665I) and a chart titled Awards Order of Precedence as of 2015. For the U.S. Marine Corps, please the chart titled Order of Precedence - US Marine Corps.
