US Passport Applications at NARA 2

Question

I'd like to know if the original physical copy of a US Passport application found on Ancestry is held at the National Archives at College Park, MD. I'd like to get a scan of a photo from the application made by my grandmother Elizabeth Donaghy in 1919. The image online is not of good quality.  The National Archives of College Park, MD has custody of the State Department Passport Applications for US and Naturalized Citizens from 1906 thru March 31, 1925. After March 31, 1925, they are in the custody of the Department of State. I conducted a search and I was able to locate a passport application for Elizabeth Donaghy #107489 issued on August 15, 1919. I have attached a scanned copy to this email. You may hire a researcher to scan a better image of the photo.
