The National Archives at Philadelphia is the repository for the permanently valuable records of federal agencies and federal courts in Delaware, Maryland, Pennsylvania, Virginia, and West Virginia.  If you want to search for passenger lists for ships that arrived at New Orleans from 1833 to 1836, you should be able to find them on NARA Microfilm Publication M0259, Passenger Lists of Vessels Arriving at New Orleans, Louisiana, 1820-1902. Another source that might be of interest to you is NARA Microfilm Publication M0272, Quarterly Abstracts of Passenger Lists of Vessels Arriving at New Orleans, Louisiana, 1820-1902. You can view those microfilm publications at the National Archives in Washington, D.C. The National Archives at Fort Worth, Texas holds the original paper records, and might also have copies of the microfilm. Digital copies of both microfilm publications are available on Ancestry.com, a NARA partner site. Microfilm Publication M0259 is also available on FamilySearch, another NARA partner site. 
 Passenger lists for voyages ending in Cuba are not held by the National Archives. Passenger lists were turned in at the ports where the voyages ended. The National Archives does not hold any outgoing passenger lists for the 1833 to 1836 period.
