I am trying to locate the naturalization papers for my father Myron Moise Kahn. He was naturalized in state district, US court of Brooklyn New York, on August 7, 1928. He was from Romania and had a job on the Santa Maria ship 1929 and 1933. Can you find this for me

I sent money to Romania to try and get his birth certificate, but I haven't heard back from them yet. Do you know how I can get his naturalization papers Final, marriage certificate, and find out if they changed his last name to Kahn when he arrived on Ellis Island? I am trying to write a book about my father, as he was a great musician, and was an orphan at an early age and lived on the streets of Romania. Regarding the surnames:
His sister “Elvire Moise” arrived in Jul 1920: https://www.familysearch.org/ark:/61903/3:1:3Q9M-C9PT-JSH7-2?i=330 (#12). She seems to have the same 2 contacts (with some spelling variations) as “Moische Maier” will have when he arrives in Oct 1921.
Elvia uses the surname “Khan” when she marries in 1924: https://a860-historicalvitalrecords.nyc.gov/view/9708050
Note: She is the daughter of Julius and Sofia “Bughice” (Uncle Moritz’ sister?)
Younger siblings “Ana Moise” and “Samuel Moise” arrive in 1923: https://www.familysearch.org/ark:/61903/3:1:3Q9M-C9RB-Y8N7?i=43 (#11). They have their brother Myron (“Myram Moise”) as their contact. In addition to the excellent information the History Hub community has already provided, I’d like to share more information on Myron Moise Kahn's Petition for Naturalization.
It appears that Myron Moise Kahn filed a petition for naturalization at the United States District Court for the Eastern District of New York in 1928 (petition number 96891). A name change or name variation can often appear on naturalization records though not always. These records were housed the the National Archives at New York.
However, the National Archives and Records Administration has announced the upcoming closure of the National Archives at New York City. The records currently stored in New York are now closed to researchers in order to prepare them to move to either Kansas City or Philadelphia. A list of which records are moving to which location may be found on the web page Records Move of the National Archives at New York City. It is anticipated that the records will reopen for research requests on December 1, 2024. This date is an estimate. If there is a significant change to this schedule, we will post it on this page and on https://www.archives.gov/kansas-city and https://www.archives.gov/philadelphia. Once the records are reopened for research requests, you are welcome to submit an order for a copy at NARA's online ordering system.
Birth, marriage, and death records are considered state or local records rather than Federal or national. As he was born in Romania you are correct to go to the government repository there.
If he was married in the United States, I recommend contacting the State Bureau of Vital Statistics or the County Historical Society or Courthouse where he lived at the time.

It seems that Myron M Khan and Anne Feldsher were married in DC on 17 Feb 1941, but I don’t think that the MC is online.
What number am I looking at to see if my father is petition is being moved from New York City to Kansas City or Philadelphia? I'm a little confused on how to find it once it's moved in December. Could you please help me!
