There is a chance that the National Archives and Records Administration (NARA) has naturalization records pertaining to William Hulbert, but it is not guaranteed. NARA would only have the records if he gained his naturalization through a Federal court. But prior to September 27, 1906, any "court of record" (municipal, county, state, or Federal) could grant United States citizenship. Often petitioners went to the court most geographically convenient for them. As a general rule, the National Archives does not have naturalization records created in state or local courts.
Since William Hulbert lived in Utah (which would most likely be where he gained his naturalization), you should check with the reference office at the National Archives at Denver--which is where Federal court and naturalization records from Utah are held. You can contact that office at:
