Naturalization record help

Question

Hello! I need assistance finding naturalization records for my great grandfather. I am trying to apply for Italian dual citizenship. According to my great grandmother&rsquo;s (Zita Mussano) passport application filed in 1923, she states that my great grandfather Francesco &ldquo;Frank&rdquo; Mussano naturalized on 27 March 1909 in the common pleas court of westmoreland county penn. The subsequent census also states he was naturalized. They lived in Westmoreland county Pennsylvania. I already contacted the National archives in Philly and they came back with no record. I have also already done an online search for naturalization record of Westmoreland county and turned up no results. 
 Francesco &ldquo;frank&rdquo; Mussano born 6 October 1979 in ivrea Italy 
 Zita Mussano born 19 June 1889 in ivrea Italy 
 Any help would really be appreciated. Thank you!

 It is our understanding that for naturalizations that occurred on September 27, 1906 and March 31, 1956, a certificate of citizenship should be within the Certificate File (or C-File).
