I'm not having any luck finding this couple. Are they in the 1900 US Census? Who are their children (if any)?
There's a small amount of information in their marriage record here: https://archive.wvculture.org/vrr/va_view2.aspx?FilmNumber=565832&ImageNumber=123 He was thirty years old, a widower, and born in Virginia. Note: The register has J. A. Abshire, but I believe that's a clerical error. Elsewhere he's Randall Abshire.
There may be a death record for his first wife, likely in Roane County.
Since Laura's son James Otis Abshire was born two months after she was married, there MAY have been legal conditions that required him to marry Laura Armstead (i.e., she or her relatives could have brought legal charges against him.)
There may also be probate and guardianship records since Laura Armstead Abshire passed away in 1896 and James Otis Abshire later lived with Laura's brother, Isaiah Armstead.
I'm still looking around...
In addition to the info I previously posted: Mr. Abshire was a farmer residing in Roane County, West Virginia. There may be land records, if he owned his farm.

The only child the two had together was James Otis Abshire. Laura died during child births of the second child.
