Just confirming -- Did she previously have her birth certificate but lost it? Or has she never used it before?

She has the original hospital certificate(Santa Maria Maternity Hospital) which doesn't exist anymore. She also has the vital statistics form which we would normally use to request a new certificate. When they searched, they came back with nothing. 

It sounds as if her birth certificate was never created with the state of Texas. If that's the case, she can apply for Delayed Birth Registration. Here are the instructions: https://www.dshs.texas.gov/vital-statistics/birth-records/delayed-birth-registration
