It can often be difficult to locate a record of birth from that time frame, as there was no organized system of collecting such data.  Very often, births were recorded in a family bible or, in some cases, not recorded at all.  For more information, we suggest that you check the following link from Family Search, Tennessee Vital Records.

However, one possibility for finding that information could be if Robert S. Draper served in the military, his personnel record may give the town in Tennessee where he was born.  We may have located a close match to the Robert S. Draper you are seeking on Ancestry.com and it seems to indicate service in the Civil War, Robert S Draper in the U.S., Civil War Soldier Records and Profiles, 1861-1865.  Please note that websites such as Ancestry.com and Fold3.com typically charge fees, so you may wish to check with your local public library or university library as these institutions often provide access to websites such as these. We have included a screenshot for you below.

If this seems like a possible match, you may be able to request a copy of his military record from NARA. Service records for Army enlisted personnel who were separated from the service before November 1, 1912 ( and July 1, 1917 for officers) are held by the National Archives in Washington D.C.  You can contact them by email at archives1reference@nara.gov and please see their website for more information: https://www.archives.gov/dc

We hope this is helpful to your research!
