I don't know if this is the same Roman De La O, but there's a US Draft Registration card dated 1940 for a man with that name, born in Terlingua, Texas in 1913. He references his uncle "Mr. Presiliano De La O." You can see that for free here: https://www.familysearch.org/ark:/61903/3:1:3Q9M-CSNX-BLSR?view=index&personArk=%2Fark%3A%2F61903%2F1%3A1%3AQL3X-WZN7&action=view
Two resources that might help you with finding other De La O records are the Portal to Texas History (https://texashistory.unt.edu/) and, again, FamilySearch.org which has thousands of references to the surname De La O, including some from Mexico.

yes thank you for your reply - I did come across this as well but I have yet to find anything as far as birth or death certificate - the border probably complicates matters as well as during that time, bandits, Texas Rangers, etc., thank you for your reply, I have learned quite a bit since my initial post but you reminded me about Presciliano! I've learned that sometimes I have to research the other names in order to find more info! Love doing this!
There's a death certificate for a Roman Delao, Sr. who passed away 26 Feb 1980 in Alpine, Brewster County, Texas. On that his father's name is Roman Delao and his mother's maiden name is Tomasa (or Teresa? I can't read it) Morales. His birth date is slightly different than the one given on his military registration: July 17, 1913.
Could you give a little more information which Roman De La O you mean? Date, place of birth or death, names of spouse or children. There are obviously several Roman or Ramon De La O in Texas, New Mexico or Arizona. On ancestry as well as on familysearch are also records available from Mexico but it is too much without knowing which Roman you mean.
