Hello Todd, 
 Searching through the National Archives online catalog and narrowing the time period of the records to 1910-1920, I came up with these results . 
 Alien Registration records can be found in Record Group 60: Records of the Department of Justice , Record Group 28: Records of the Post Office Department , and Record Group 21: Records of District Courts of the United States . 
 Court and Post Office records are regionalized and found at National Archives facilities all over the country. Department of Justice records are at the National Archives at College Park, MD . They can be contacted at archives2reference@nara.gov . 
 If you are looking for a specific individual, I recommend looking through the Alien Enemy Index, 1917&ndash;1919 . The index has been digitized and the information is available to search in the catalog.
