Census Enumeration Districts

Is there a distinct connection between enumeration districts from the 1870 and 1860 censuses for Baltimore City and Baltimore County Maryland? Searching by name, I find an ancestor on the 1870 census and would like to find out from the 1860 census if they may have lived in the same place.  (The person doesn't appear in a name search of the 1860 census but the family lived in Maryland in 1860).

    Before the 1880 U.S. Census, no street address or specific location was recorded to those enumerated.  Enumeration districts as such didn't really exist... no ED maps for example, no census enumerators just Assistant Marshalls, etc..  Instead the basic unit was some political unit.  If there was a household with children, perhaps their names and ages between 1860 and 1870 might confirm it's the same family.  But in your case it looks like you can't find them in 1860.
