The U.S. census is taken every ten years since 1790. There was a 1990 U.S. census, but not a 1992 one. In addition, there is a 72 year privacy period. To see the 1990 census become public you will have to wait till 2062. There is a fee based way, if you meet the requirements, to get some 1990 information. See www.census.gov/.../agesearch.html
If you are searching for your own records from a federal medical facility, please reach out to that facility and speak with their medical records department. In general, if you are not searching for your own medical records, privacy laws will prevent you from accessing another person's records. However, you will need to reach out to the hospital in question to see what medical privacy laws allow them to share.
