How do I find the 1950 census for moundsville penitentiary records in Marshall West Virginia Thanks

Using https://stevemorse.org/census/unified.html and State West Virginia and City Moundsville, and then clicking on 'More Details" after the 1950 EDs are shown, you will get to the ED descriptions.  ED 26-8 (that's a link to the first image of the ED) shows it its "West Virginia Penitentiary".... is that your target?
