The National Archives of College Park, MD has custody of the State Department Subject Numeric Files from 1964-1973. I conducted a search with the information that you provided and I was able to locate the file (POL 27-7 Viet S/Buttercup) for the year 1967-1969. I have attached the documents to this email. Because the overall number of pages are modest, we will not charge our usual fees.
