Where can I find depositions of French citizens by the U.S. Consulate in Camargo, Mexico, in the 1870s?

In 1872, U.S. Consulate, Lucius Avery, in Camargo, Mexico, submitted circular no. 22 regarding the depositions of French citizens from the Alsace Lorraine region. I have only found dispatches from the Consulate's office in the National Archives digital collections, but have yet to locate circular no. 22 or the depositions mentioned.

I am currently working on my thesis about a French immigrant who lived in Camargo, Mexico between 1846 - 1882. He was from the Alsace Lorraine region and would most likely have been deposed.
