Decimal File 860M.00/2-2245

Hello, I'm looking for information on the number of Lithuanians killed during WWII. There is a table in one paper that references "Johnson to Stettinus, 5 July 1945, NARA, State Department Decimal File, 860M.00/2-2245". Is there any way I can find a digital copy of this file to get more information on the data referenced in the table?
