Record of appointment consideration for Alfred Harrison to minister of Hayti in 1885

Question

I am researching Alfred Harrison (Colored) lawyer in Indianapolis, IN who was a mugwump and who the newspapers reported that VP Hendricks was considering appointing as Minister of Hayti in April 1885. I was wondering if an appointment inquiry was conducted and if so if the findings were maintained and available for viewing. He did not get the appointment but received a Post office job in Indianapolis instead.
