Does the Catalog always respond with records/items when searching a specific name, regardless of the level of classification of the record?

Does a NARA catalogue search for a name e.g. "Scott Soldier" bring up every record that has that name in the description or item, even if it is in the lowest level of classification or do you sometimes have to go to the Record Series and search within that Series to sometimes bring up the record/item with of a specific name?

What prompted this question was I was looking for several soldier's Civil War court martial files and when I put in their names "Scott Soldier" and "Court Martial" nothing would clearly come up in the results. But when I eventually went down to the record series and searched the Regiment or name the court martial files  for the soliders came up in the first instance in the beginning of the search results. 

I always thought searching for a name "Scott Soldier" would bring up ANY record/item that had that phrase in it, regardless of level of classification. It doesn't appear that way to me?
