Civilian Army in Marin county during WWII

My grandfather ran the civilian army in WWII that protected Alpine dam in Marin county. His brother helped him and the men had barracks up there. His name was Ernest Ongaro and his brother was Ned. I can't find any info on the civilian army and we don't have any pictures, just family stories. Where could I find info on this?????

    It is not really clear what is meant by "civilian army."  This probably refers to civilian volunteers involved in civilian defense during World War II.
    The records of the Office of Civilian Defense (Record Group 171) include files relating to industrial protection.  However, there are no separate distinct records relating to particular facilities.  Any information, if it is there at all, is dispersed among the records and finding it will require more detailed research than we are staffed to provide.  We can assist researchers with their work, but we cannot do substantive research for them.
