Thank you for posting your question on History Hub!
We're not 100% certain what you are looking for, but since you reference the cardiopulmonary laboratory established at Bellevue Hospital in the 1940's, we believe you're looking for records relating to the study and treatment of a sudden drop in blood pressure.
If we are correct, what you are looking for should be within the records of the Committee on Medical Research (CMR) in Record Group (RG) 227 Records of the Office Scientific Research and Development (OSRD)
In-person research will be necessary to review these records in the Textual Research Room (Room 2000) here at the National Archives at College Park, Maryland. Please visit our website for information about visiting the National Archives in College Park, MD, including how to schedule a research visit. You can also choose to hire a private researcher to perform research on your behalf. A list of private researchers who are familiar with National Archives facilities is available on our Independent Researchers Available For Hire webpage.
We invite you to continue the conversation with community members on History Hub, but should you have follow up questions for the staff at Archives II, please email us at archives2reference@nara.gov so that we can assist you further.
We hope this assists you with your research!
Sincerely,
Textual Reference Archives II Branch (RR2RR)

It appears that that shock studies done by Andre Cournand and Dickinson Richards at Bellevue Hospital were funded in 1942 by the National Research Council, the Josiah Macy, Jr. foundation and Commonwealth Fund.
How can I find the minutes from those three organizations so as to identify the individuals that approved the funding?
