Seeking apostille to a Petition for Name Change from National Archives

I need a Apostille on a Petition for name change and the Courthouse from Phoenix AZ wants National Archives at Riverside to send directly to them the original. They do not answer the phone or email. What should I do ? Can someone help me ?
