Thanks for reporting this issue.  The transcription panel can be resized. It looks like for some reason it is very long, so the Publish and Close button is off the screen.  Take a look at our Get Started Transcribing  for instructions on how to move this transcription panel around and resize it.

I find it help to download it to my computer.  It makes it much easier to expand.
