That certainly looks tricky. Could you please provide the National Archives Identifier (NAID) for this application, as well as the specific page this text appears on?

Is there any way to see the entire page so I can see more of the writer's script (and also for context)?  I think that what you're seeing as "Dut" might be "David" abbreviated as "Dvd" and "Cola" could be a last name, and "Penajents" could be Pen[sion] agents.

Thank you for such a rapid response. The NAID is 196541350 page 3. I am thinking the “Dut Cola” could possibly be an abbreviation for District Columbia (Dist.Cola). Other pension applications of the time have been sent to Washington DC. and these application letters were also sent to New York City. Although somewhat of a stretch, this makes the most sense to me, but what are your thoughts?

That makes sense if you read it as "Letters to Pen[sion] agents Dist[rict] Col[umbi]a & New York City"

BTW, that illegible notation that follows "City and County of New York" on page 8 is "ss" (and looks like fs). It stands for the Latin "scilicet" or "namely" and is used to indicate the venue of the procedure taking place. Normally it's placed on the outside of a curly backet.
